GENERALISED SCHEME OF PREFERENCES

The U.S. Generalized System of Preferences (GSP) is a program designed to promote economic growth in the developing world by providing preferential duty-free entry on various products when imported from one of the designated beneficiary countries and territories.


It is important that the vendor understands the liability and responsibility w.r.t. the benefit of GSP for shipments to BigLots.


The vendor is responsible for accurate filling of the HTS code, duty% & GSP Eligibility. If there is an error in filling in the HTS/ duty rate which leads to an increase in cost (caused by the higher duty), the vendor will be charged back the amount of the higher duty OR the purchase order will be revised by reducing the first cost to cover the duty difference.


An IPDS is a binding document and any cost changes after receipt of the final IPDS could impact the buyer's decision resulting in cancellation of the PO or chargeback penalties.


The IPDS has to reflect HTS (Tariff # & duty %) applicable for the product.


There may be cases wherein the US customs objects/ rejects the HTS classification given on the IPDS which leads to an increase in cost (caused by the higher duty), the vendor will be charged back the amount of the higher duty OR the purchase order will be revised by reducing the first cost to cover the duty difference. ** The vendor can opt not to avail/ pass on the benefit of GSP to BLS. In this case the GSP eligibility should read "N".

GSP CLAIMS

All vendors claiming GSP on the IPDS must submit relevant documentation to Manttra within a week of the ship cancel window noted on the Purchase Order.


Please be informed that in order to certify and comply your product shipping to Biglots under GSP, Biglots will need not only the claim form but also all relevant supporting bills, cost breakdown sheets.


If the necessary documentation is not submitted on time leading to non-compliance with the US customs at the port of entry, the duty applicable may be charged back to the vendors account.


Please note that GSP certification is a vendor paid requirement.


•    The charges are $150/- per SKU, which will be auto deducted from your account at Biglots.The certification is valid for a year.
•    If renewal is needed, $150/- will be charged.
•   In the course of shipping any item, if there is a change in the FOB costs, re-certification will be needed. This will be chargeable at $150/-.
